			<content:encoded><![CDATA[<p>Alex Attwood, Northern Ireland&#8217;s Social Development Minister, has put for the idea of reforms to the gambling laws that he says are outdated and in need of an overhaul.<br />
Attwood stated, “The current regulatory system is fragmented. Close supervision of the industry is needed to keep crime out of gambling, protect the vulnerable and promote fairness. I welcome views on creating a single licensing body with new powers to impose penalties on gambling operators for breaches of licensing conditions.”<span id="more-265"></span></p>
<p>The minister also commented on his intentions, “My utt most priority will be the public interest; striking a balance between developing gambling as a leisure pursuit and minimizing its harmful effects.”</p>
<p>A few of the issues brought forth by the Social Development Minister to be included for the purposes of consultation on the subject were, high stakes gaming which would undergo no significant change. Other concerns such as outdated provisions received the suggestion that relaxing or removing certain outdated gambling restrictions and licensing conditions would bring the law more in line with current gambling expectations and convients.</p>
<p>Opinions are being sought regarding regulation and enforcement with the idea of setting up a single licensing body to issue licenses and monitor the gambling industry. Enforcement responsibilities shared with police authorities will be also receive in-depth consideration.</p>

			<content:encoded><![CDATA[<p>Senator Harry Reid may have tipped his hand too early to get federal online gambling laws changed, but that does not mean that Nevada casinos will be down and out just yet. The Nevada Gaming Commission made an important decision recently that will bring Internet gaming to the state sooner than expected.<span id="more-257"></span></p>
<p>The Commission gave approval to the Leroy Group for their Leroy App that allows Nevada residents to place sports bets from their mobile phones. The app currently has been approved for the Blackberry, And still working on the Android app to be approved.</p>
<p>John English, Senior Vice President of Business Development and Public Affair for American Wagering stated, “I am proud to be a part its creation of the Leroy’s App for a new market segment for sports wagering here in the United States.”</p>
<p>The Nevada Gaming Commission was successfully convinced that the application had the technology to recognize when a gamblers was inside state lines. That was major key to the approval process, with Nevada having different laws than other states when it comes to gambling.</p>
<p>John English stated, &#8220;The Nevada regulators placed significant challenges on American Wagering to provide a means of offering account wagering on a mobile device whereby we could verify that the bettor was in the state,&#8221;. &#8220;We rose to the challenge and succeeded.&#8221;</p>
<p>Senator Reid pushed for online poker regulations on a federal level and most opponents pointed to the idea that the bill was payback for the gaming operators who supported Reid&#8217;s re-election campaign. In Nevada, legislators will not face as strong opposition in their efforts to regulate Internet casinos.</p>

The Spanish regional and federal regulators are expected to meet this week to discuss it. The bill is scheduled to be presented to Parliament early next year.<span id="more-255"></span></p>
<p>Online players and online gaming operators are appreciative of the initiative taken by the Spanish government in this action. Also a bit apprehensive as well. Some online gambling trade associations have indicated that if the bill is brought to the public domain then a wider consultation process can be engaged in. The main concern is the tax rates envisaged in the bill. Many online gambling operators are unhappy with the prevalent tax rates on online gambling in France. The licensing process in Denmark is being delayed because the brick and mortar gambling tax rates are high and land based operators have taken the matter to the European Commission. The Spanish online gambling industry does not want that to happen here.</p>
<p>Rumor has it that all other forms of online gambling will be taxed on gross gaming revenue whereas online sports betting will be taxed on turnover. Gross gaming revenue is turnover less the winnings paid out. Agustin Torres, Secretary of Spanish Association of Online Gamblers (AEDAPI) pointed out that this will be counterproductive even if the tax rate on sports betting is less than the proposed 10%. Taxing the turnover does not allow operators to offer competitive products to consumers and many of them will stay away. Taxing online sports betting on the basis of gross gaming revenue will bring consistency to the Spanish online gambling market as well. Torres also said, &#8220;AEDAPI estimates that more than €100 million in sponsorship and advertising revenue is currently invested each year by the major European sports betting operators in Spain, and this is at risk under this proposal.&#8221;</p>
<p>Many consumers will continue patronizing products offered by unregulated operators because of the disadvantage of the proposed system of the uncompetitive licensed market. The regulated online gambling regime introduced in France prior to the World Cup applies a high turnover tax to sports betting and has resulted in unhappy bettors and operators. The influential European Gambling and Betting Association (EGBA) and the Remote Gaming Association (RGA) are supporting the AEDAPI view. They have stated that the online gambling industry would welcome the opportunity to share its expertise during a public consultation in order to ensure that Spain gets the best regulated regime.</p>

			<content:encoded><![CDATA[<p>The New Jersey online gambling bill has moved with full speed ahead in the last few weeks. This bill, officially designated as S 490, was introduced in the New Jersey Senate by Senator Raymond Lesniak only in January 2010. On November 14, 2010, the bill was passed in the Senate Budget and Appropriations Committee by a vote of 10 to 1. Then on November 22 it was passed in the New Jersey State Senate by a vote of 29 to 5. Finally on December 8, the New Jersey Assembly voted unanimously to pass the bill. The full vote is scheduled for Monday December 13. The bill will need 41 supporters or more in the full vote in order to pass, and that should not be a problem. After that Governor Chris Christie has 45 days to decide whether or not to sign the bill into law. Since Governor Christie is a Republican it remains to be seen whether he will listen to the legislators of New Jersey or will toe the line of the Federal Republicans. The bill&#8217;s supporters are in hopes that bill will be enacted before the end of the year.<span id="more-253"></span></p>
<p>When the bill was cleared by the Senate sub-committee it contained a provision that the licensed online gaming operators would be able to offer services to residents of New Jersey and to international players, but not to Americans residing in other states. However in order to get the bill through the Assembly the provision of catering to international customers had to be dropped. Now only New Jersey residents will have access to the services.</p>
<p>eGaming Review quoted from an unnamed source as saying, &#8220;We are about to go and talk to the governor&#8217;s people. If this passes New Jersey could become the Silicon Valley of e-gaming in the States. Since the very beginning this has become a priority for lawmakers here. We need to do something to reverse the State&#8217;s gaming industry&#8217;s decline in Atlantic City. We are very confident that this will be voted favorably on Monday and that it will soon come into law.&#8221;</p>
<p>Atlantic City land casinos are in a terrible financial state. The S 490 will allow them to offer online the same versions of the games that they offer in their land casinos. This would bring in additional gaming revenue for the casinos and additional tax revenue for the state. New Jersey will be the first in America to offer regulated online casino gambling. The general online gambling bill at the federal level, the HR 2267, is stuck because the Democrats have lost majority in the House of Representatives. There are plans afoot to bring in only online poker bills at the Federal level and in the state of California, but they are facing many hurdles ahead.</p>

<p>The Senator is obviously holding back words and knows a little bit about how the world has been functioning for the past couple of decades, with the internet of course and all of it’s implications including the way people play cards or the horses.</p>
<p>Thanks to the elected New Jersey policy makers passing legislation that will allow licensed Atlantic City casinos to start offering online gambling to New Jersey residents and foreign visitors.</p>
<p>Referring to the World Trade Organization issue was something not to many people expected to hear come from Senator Lesniak. The problem of letting the other jurisdictions play online in New Jersey becomes an expensive proposition. America was ordered by the WTO to pay $25 million dollars to Antigua and Barbuda after the 2006 prohibition on online gambling in USA shredded the small island’s economy. Antigua still can not received the funds.</p>
<p>When it comes to regulating the gambling industry New Jersey is definitely leading the charge in the States . This has been suggested a serious thought provoking move by New Jersey that my just stir things up in Washington D.C. The template is being formed for the rest of the country to actually see how well regulation and licensing can transform online gambling’s image and realize the financial benefits.</p>
<p>Senator Lesniak is in hopes that Governor Christie will put his signature on the document by the end of this year. After the lawyers get through all the hoops drafting the actual regulations such as making sure all servers are located within the limits of Atlantic City online casinos games and poker may be available from New Jersey by as early as mid 2011.</p>

<p>Dexter rejected the possibility of a government-sanctioned gambling site on Thursday.</p>
<p>He told reporters in Halifax, &#8220;We don&#8217;t think it&#8217;s consistent with our goal to try to reduce the harm that is done by gaming,&#8221; Dexter said the decision was made after hearing from experts and the public.</p>
<p>The announcement comes two months after Finance Minister Graham Steele had suggested Nova Scotia needed its own online gambling site to protect addicts from unregulated, offshore sites. <span id="more-243"></span></p>
<p>Back in August, Steele told CBC News a provincial site would include information to help problem gamblers. Thursday he changed his mind. He said he read the latest research and has realized that a government site would entice people who wouldn&#8217;t otherwise gamble.</p>
<p>British Columbia launched its own online gambling site this summer. Ontario and Quebec also plan to jump into the web gambling business.</p>
<p>The Nova Scotia government has yet to release its plans for gaming.</p>
